Rady społeczne jako instrument rozliczalności społecznej na poziomie lokalnym?

The article aimed to examine to what extent the social (advisory) councils operating in Poland can be considered a social accountability mechanism. The author refers to the theoretical assumptions of social accountability, which constitutes one of the forms of accountability of public authorities. Additionally, the paper presents the peculiarities of social councils, which are well-known, highly institutionalized, and formalized collegial bodies operating worldwide for many years. The article presents the results of qualitative research (semi-structured interviews) among members of three types of social councils, i.e., youth councils, senior citizens' councils, and councils for people with disabilities. The analysis included 46 interviews with their members conducted in selected cities with county (districts) rights in Poland.
Whose Interest Really Matters? The Role of NGOs' Representatives within Local Advisory Councils in Poland

The article shows the results of empirical research conducted among members of advisory councils operating in Polish cities. The study covers five types of councils: councils of NGOs, senior citizen councils, councils for residents with disabilities, labor market councils, and sports councils. The author focuses mainly on advisory council members who are also NGO representatives. Thus, they have a twofold role: a member of a collegial advisory body, which is supposed to consult local authorities, and a representative of an NGO. The article aims to reveal the motives for engaging NGOs' representatives in social council activities. Considering the specific character of the NGO sector in Poland, one may expect that membership within social councils will become an arena for pushing the interests of NGOs. However, research results show that the motivations for involvement in social council activities do not have clientelistic patterns. The members of the councils are motivated by similar factors as in other forms of prosocial activity, which may be divided into normative, rational, and affiliative-prestigious. Council members are aware of their double role. They, therefore, distance themselves from the possibility of achieving individual (private) benefits or benefits for the NGO they are associated with. Their membership in councils is motivated primarily by a sense of duty to the group or the organization they represent or local authorities, taking part in the decision-making, and being a member of the prestigious group of experts they consider advisory councils to be.
Institutionalisation and implementation of the selected participatory instruments. The case of Poland

The article traces the process of the institutionalisation of selected elements of the mechanisms of public participation, whose consequence was the unification of the rules of implementation and formalisation. The process, however, did not result in an increase in civic engagement on the part of the citizens of all the territorial units under consideration. The article presents the outcome of both quantitative and qualitative (in-depth interviews) research conducted by the author in Polish municipalities. The theoretical framework of the article is provided by 'new institutionalism', and especially by 'rational choice institutionalism'. The structure of the article is as follows: the first part focuses on the principles of new institutionalism with reference to the mechanisms of public participation. The second part presents a succinct analysis of the step-by-step institutionalisation of selected participatory mechanisms that have ensued in recent years. The third part contains a methodological overview of empirical research, while the fourth, and final, part includes the outcome of the research and its interpretation.
Uspołecznienie procesu realizacji zadań oświatowych jako forma racjonalizacji polityki publicznej gmin

Polityka oświatowa jest obecnie jedną z kluczowych polityk publicznych realizowanych na poziomie lokalnym. Wynika to z jej kosztochłonności, specyficznej konstrukcji, łączącej kompetencje władz lokalnych i centralnych, a także znaczenia jakie ma edukacja w procesach rozwoju społeczeństwa i państwa. W przypadku obszarów wiejskich dodatkowym czynnikiem jest pozaedukacyjna rola szkół w życiu wspólnoty lokalnej. Próbując sprostać realizacji zadań z zakresu polityki oświatowej, władze gmin podejmują się różnych działań racjonalizatorskich. Jednym z nich jest uspołecznienie oświaty, rozumiane jako włączenie podmiotów niepublicznych w proces realizacji zadań oświatowych (uspołecznienie faktyczne). Na podstawie wyników przeprowadzonych badań ilościowych i jakościowych, autorka przedstawia warunki formalno-prawne przekazania zadań oświatowych podmiotom niepublicznym, skalę procesu uspołecznienia oraz warunki i okoliczności, jakie do tego doprowadziły. Wyniki badań wskazują, że proces ten pomimo pozornie jasnych rozwiązań prawnych, w praktyce jest rzadkością i napotyka szereg trudności zarówno po stronie sektora publicznego, jak i społecznego.

Activism of Local Communities in the Face of Rural Schools Liquidation ; Aktywizacja społeczności lokalnych w obliczu likwidacji szkół wiejskich
The aim of the article is to describe the processes of local communities mobilization in the face of (small) schools liquidation in the rural areas. The author focuses on those cases of local activism which resulted in the formalization of undertaken activities and the establishment of local associations willing to lead local schools. The article presents determinants of social mobilization processes, pointing to the important role of local authorities (executive bodies) and teachers perceived as leaders of local activism. Based on the results of qualitative research conducted in selected rural municipalities in Poland, the author identifies three models of local activism leading to the creation of local (grassroots) associations that act as school governing bodies. Two of the identified models of activism are of a cooperative nature, based on the co-action of local authorities and the local community. While third one is non-cooperative. In this case, the mobilization of the local community and the formation of the association resulted from the lack of community acceptance for the decision of the municipality related to schools liquidation. Theoretical frameworks of the article are based on the concept of local governance, assuming the active participation of nonpublic actors in the process of public tasks implementation. The author also refers to the concept of public participation and presents selected definitions of social activity. The article is based on empirical research conducted in the form of semi-structured interviews and available statistical data (GUS). The author used the following methods: the literature review method and elements of the comparative and systemic methods. ; Celem artykułu jest opis procesów aktywizacji społeczności lokalnej w obliczu likwidacji szkół na obszarach wiejskich, ze szczególnym uwzględnieniem tych, których efektem była formalizacja działań i powołanie stowarzyszeń prowadzących szkoły. Autorka koncentruje się na uwarunkowaniach procesów aktywizacji społecznej, wskazując na istotną rolę władz lokalnych (organów wykonawczych) oraz nauczycieli, jako liderów lokalnej mobilizacji. Bazując na wynikach badań jakościowych prowadzonych w wybranych gminach wiejskich, wskazuje na trzy modele aktywizacji prowadzącej do powstania oddolnych stowarzyszeń prowadzących szkoły. Dwa ze zidentyfikowanych rozwiązań mają charakter kooperatywny, oparty na współpracy władz lokalnych i społeczności lokalnej. Jeden zaś niekooperatywny, w przypadku którego władze gminy nie wspierały społeczności lokalnych w tworzeniu oddolnych stowarzyszeń, które podjęłyby się prowadzenia szkół. W tym przypadku aktywizacja społeczności lokalnej i powstanie stowarzyszenia były rezultatem braku akceptacji społeczności dla decyzji władz gminy. Ramy teoretyczne artykułu wyznacza koncepcja współrządzenia na poziomie lokalnym (local governance), zakładająca aktywny udział podmiotów niepublicznych w procesach realizacji zadań publicznych. Ponadto autorka dokonuje przeglądu definicji aktywności społecznej i partycypacji publicznej. W artykule wykorzystane zostały wyniki z badań empirycznych prowadzonych w formie wywiadów półustrukturyzowanych wśród 60 interesariuszy lokalnej polityki oświatowej oraz danych zastanych (GUS). W badaniu wykorzystano takie metody jak analiza literatury przedmiotu oraz metoda porównawcza.

When rationality meets political interest. Problems of education policy rationalization in Polish municipalities ; Kiedy racjonalność spotyka się z interesem politycznym. Problemy racjonalizacji polityki edukacyjnej w polskich gminach
The paper presents the results of the research on education policy rationalization in rural and urban-rural municipalities. The author focuses on the most radical rationalization solution, namely the liquidation of schools. This solution, albeit economically feasible, can be costly in the social dimension. In the article, the author verifies the hypothesis assuming that the postulated rationalization of the municipal education policy becomes fictitious when the municipal authorities (executive body) are motivated by their own interest, i.e. maintaining public support (a victory in subsequent elections) rather than economic rationality and public good. The problem of rationalizing school networks in the municipalities has been analyzed by the author on the grounds of the rational choice theory. The article was based on the literature review, quantitative data and empirical research carried out in selected municipalities in the form of semistructured interviews. The comparative method, elements of system analysis and qualitative methods were used in the research. In a two-stage process, the researcher has chosen the municipalities located in three provinces (Świętokrzyskie, Mazowieckie and Pomorskie), and then 60 respondents from among the following groups: municipal authorities (an executive body and representatives of a legislative body), teachers, school governing non-state entities, representatives of local communities and local leaders. ; W artykule przedstawiono wyniki badań dotyczących racjonalizacji polityki oświatowej w gminach wiejskich i miejsko-wiejskich. Autorka koncentruje się na najbardziej radykalnym rozwiązaniu racjonalizatorskim, jakim jest likwidacja szkół. Rozwiązanie to choć zasadne pod względem ekonomicznym może okazać się kosztowne w wymiarze społecznym. W artykule autorka weryfikuje hipotezę zakładającą, że postulowana racjonalizacja polityki oświatowej gmin staje się fikcją w sytuacji, gdy władze gmin (organ wykonawczy) kierują się własnym interesem, którym jest utrzymanie poparcia społecznego (zwycięstwo w kolejnych wyborach), a nie racjonalnością ekonomiczną oraz dobrem publicznym. Problem racjonalizacji sieci szkół w gminach autorka analizowała na gruncie teorii racjonalnego wyboru. Artykuł powstał na postawie badań literatury przedmiotu oraz danych ilościowych, jak również badań empirycznych przeprowadzonych w wybranych gminach w formie półustrukturyzowanych wywiadów. Collegial advisory bodies are one of the highly institutionalized and formalized arrangements that ensure citizens' involvement in local decision-making and design of public policies. This paper aims to reveal functions fulfilled by security and order committees, an example of local authorities' collegial advisory bodies on local security policy. The article presents the results of qualitative research conducted through semistructured interviews in selected Polish district cities. The author focuses on security and order committees that, although operating for many years in Poland, have been entities overlooked in the academic discourse regarding local security. Meanwhile, the research shows that the composition of the commissions and the scope of their competencies create conditions that allow them to participate actively in the local security policy programming. In addition, the competencies of the security and order committees enable them to evaluate local security policy. Furthermore, to a certain extent, they can also assess how local authorities carry out local security tasks.

LEADER and Community-Led Local Development Approach. Polish Experiences
The publication presents an overview of the implementation of the LEADER approach and Community-Led Local Development in Poland. The authors discusses the theoretical background of the transformation of rural areas development policy, and presents the essence and the key characteristics of the LEADER approach, its origin, and different models of its implementation in European countries. They also concentrate on the participation principle, perceived as a one of the most important principles of territorial development and evaluate the previous activity of selected local action groups formed in Poland in the context of implementing the innovation principle. In this publication readers can also find discussion related to the implementation of Community-Led Local Development approach in Poland, based on the experiences of the LEADER approach. The authors hope that the publication will attract the interests of foreign readers (also non-academic readers) who are interested in the experiences of implementing the LEADER approach in Poland, and thus in the determinants of implementing Community-Led Local Development, not only in rural areas. ; The LEADER approach implemented in rural areas of the European Union since 1991 has for many years unchangeably been the subject of interest of many researchers such as sociologists, political scientists, geographers, and economists. Extensive source literature points to its advantages but also to its weak sides and drawbacks. The formation and functioning of local action groups illustrates the complex relations between the main social actors responsible for the development of contemporary rural and – since the beginning of implementation of Community-Led Local Development – also urban areas. Due to specificity and size of the country, Poland seems to be especially legitimate to analyze the LEADER approach and Community-Led Local Development. This publication analyzes these issues from the perspective of researchers from three scientific centers (the University of Łódź, the University of Rzeszów, and the Urban Development Institute (IRM) in Kraków, representing different scientific areas: sociology, political science, and geography.
